On June 19, ACC responded to a request for comments on proposed Rule 712B by the Kansas Supreme Court Rules Committee. In 2018, ACC submitted comments on Rule 712, when amendments were first introduced to allow registered in-house counsel to participate in pro bono services. Unfortunately, proposed Rule 712B erects unnecessary barriers to participation in pro bono by registered in-house counsel. In its letter, ACC details how the proposed rule burdens registered in-house with requirements around attorney supervision, documentation of good standing and disciplinary status, and an overly narrow definition of the types of organizations that qualify as legal services providers.
